Open records laws are the foundational principle under which journalists can gather information about the government.

Every state has slightly different laws for acquiring this information, and to understand journalism you need to have some idea about how they work. You can get a detailed description of each state’s law from the Open Government Guide [2], a website published by the Reporters Committee for Freedom of the Press.
